Objectives of research

Main objectives:
Human factors play a major part in the safety of airlines operations. Implementing Human Factors-related requirements is, however, an extremely difficult issue. The JAR TEL project proposes first to assess the methodology developed in the frame of the NOTECHS JAA/D.G.7 funded project, which aims at evaluating Non Technical Skills, defined in first analysis as "the ability of a flight crew member to act in such a way that an optimum level of co-operation, situation management and use of resources and information is obtained". Non technical skills have played an important role in a significant part of the accidents in commercial air transport. The importance of non technical skills in pilot performance is confirmed by the prominent place of Crew Resource Management (CRM) courses in contemporary pilot training. However, while every pilot is trained in CRM skills, no assessment of skills takes place. Recently a survey was initiated by the JAA Project Advisory Group on Human Factors to obtain an overview of research needs that exist in the JAA Member States. Several times an urgent need was expressed to start research into the way(s) the non technical skills of Flight crew members should be evaluated. The new JAA rules laid down in Flight Crew Licensing documents (FCL Part 1, subpart F, para 240) as well as in the operations documents (JAR/OPS subpart N) make such evaluations mandatory. Research is needed to come up with a proposal for a Harmonised application of these rules which could be laid down in an Acceptable Means of Compliance (AMC). The results of the NOTECHS project should be used as a background information for the development of these AMCs. This testing is necessary to validate the proposed method of evaluation, and will be conducted experimentally with a sample of the actors of the field, will be the aim of the first and main part of JAR TEL.

Links with other projects, tasks, areas, programmes, policy actions:
The main link of the JAR TEL project is with the NOTECHS project (DG7). The NOTECHS project is a crucial input for the main part of JAR TEL, an important part of the work to be carried out in JAR TEL being the evaluation of the methodology developed in NOTECHS.

Other linked projects are :

The DGVII project AIRSAFE (VII/C-3-38/96) being led by DERA (UK), and involving NLR (Netherlands) and DLR (Germany), which reviews the relevant HF work and its use in Aeronoautics.

ECOTTRIS (European Collaboration On Transition Training Research for Increased Safety) , initiated and sponsored by the European Commission. ECOTTRIS concerns Human Factors research in the field of training. The research will be centered around the transition of pilots from one cockpit to another. In particular, the transition to a more 'advanced' cockpit in terms of automation.
