1.1 General Interest

1.1.1 Single Pilot CRM

Q: I am looking for any articles about single pilot CRM. Has anyone any advice on where I could find such articles?

A: There are a few papers on this website - you can find them using the search feature on the homepage. More generally, Transport Canada’s aviation CRM programme is more heavily slanted toward single-pilot CRM than those in the US and UK, I imagine because of the large number of air taxi and bush cargo services. They have a series of CRM Manuals under the general title "Human Factors for Aviation" which includes an instructor's guide with single pilot examples etc. Also a series of quite decent videos with single pilot and commuter footage. 2. Instructor Accreditation

2.1 FODCOM 13/2000

These are generic replies from UK CAA to typical questions raised during industry consultation workshops.
Note: FODCOM has since been updated with FODCOM 06/2001, 15/2001 and 21/2001, but the FAQs still apply to FODCOM 13/2000 (therefore may be out of date). The FAQs will be updated in due course.

2.1.1 Why do we need to change the present system?

QJAR OPS NPA-OPS-16 has included the requirement for flight crew to be trained as well as being assessed for CRM. The new system will also help to standardise the quality of trainers and examiners. There has also been a large union outcry that those who will be doing the checking/testing have not been trained or tested to a known standard. Instruction of CRM issues has not been working as well as it should in many companies.

2.1.2 Will this mean that, as a current CRM instructor (CRMI), I have to be accredited by 1 October 2001? (the date given in FODCOM 13/2000 was originally 1 May 2001 but this has been changed to 1 Oct 2001).

No. After this date, anyone who wishes to become a new CRMI will have to be accredited prior to beginning CRM instruction. Those people who are currently conducting CRM courses may have “grandfather rights” to continue instructing but will have to be accredited at some point within the 3 years from the 1 October 2001. 
ForTRE/TRI’s, who also teach CRM, this would typically coincide with the TRE/TRI/SFI renewal check. For new CRMI’s (seeking initial appointment after 1 October 2001), the CAA will issue, in due course, an AIC giving further guidance on CRM training and will produce a “Standards Document” on the assessment of CRMI’s by CRMI(E)’s.

2.1.3 Who is going to set the standard for CRMI’s?

The Accreditation Focus Group (AFG) was set up under the auspices of the Royal Aeronautical Society to set the guidelines for accreditation. This group consisted of members from industry, CRM training organisations and the CAA. The whole process will be regulated by the CAA. An independent CRM Advisory Panel has been set up to help the CAA appoint CRMI Examiners (CRMI E). The examiners will be responsible for ensuring that any CRMI’s employed are suitably trained and assessed as competent CRMI’s.The Advisory Panel will comprise representatives from the CAA and others from industry with expertise in CRM and human factors training.

2.1.4 Isn’t this is very expensive at £96 per instructor and £1200 per CRMI(E)?

For the CRMI, only the initial qualification need incur the charge. The renewals can be signed off on the Certificate of Test page (as per current TRI/SFI ratings) and an advisory slip sent to FCL. The CRMI(E) can be renewed at the same time as the TRE. If the renewal of the qualifications are combined, this will help to keep costs down.

2.1.5 Not all CRM instructors are pilots and can fit into the TRE/TRI scheme of things.

As with point 4, there will be some initial set up costs but these should be ameliorated with time by using the same process as above.

2.1.6 Can I carry my qualification from one company to another?

The CRMI rating will be transportable.  However, the move to a new operator may require some retraining to ensure standardisation for the new operators' systems.The CRMI(E) will be linked to a particular CRM course but with the approval of the CAA, it may be transferable to another course.

2.1.7 Who will renew my CRMI if I am a ground instructor?

Any CRMI(E) or any person appointed by the CRM Advisory Panel.

2.1.8 What happens if, as a CRMI, I fail my accreditation?

The AIC mentioned in response 2 above will contain the necessary information for CRMI’s to understand the pass/fail criteria and the retest requirements.

2.1.9 Can I have “grandfather rights” for the CRM instructing I have done already?

Maybe. See response 2.1.2 above.

2.1.10 Can a crew member fail his LPC for CRM reasons alone?

No - the LPC form is being amended to reflect that a CRM fail must be tied to a technical failure.

2.1.11 Is the table in Appendix D of the Standards Document now legally binding?

Not yet - it will be so when JAR-OPS 1 is amended to include the table.
